	Releases what is blocked. Called at most once per registration, after the condition is set and, for a timed-out wait, after its attribution is published: by the declaration, on the thread that declared the loss, or, for a release registered after that, at once on the registering thread.

Work a declared loss has to release: something blocked on the device behind a wait that only progress on the lost root would ever satisfy.

Left blocked, it would hold every later wait on that device, the device's own teardown included, until the wait's bound ran out.
